Support HB84: End spreading oil and gas waste in PA

Road spreading is an alternative method for the oil and gas industry to dispose of its potentially dangerous waste that would otherwise have to be either treated or disposed of in injection wells, both of which are more expensive. For years Pennsylvania has allowed spreading liquid waste from oil and gas wells on roads for dust suppression and de-icing in place of more effective commercial products, despite the presence of many harmful contaminants.
