OGAP and SJCA proposed changes to the COGCC noise rule (Rule 802)

OGAP and the San Juan Citizens’ Alliance participated in a year-long multistakeholder process regarding oil and gas noise regulations in Colorado.  This is one of the main submissions that OGAP/SJCA made to the stakeholders’ committee.

It provides arguments for having a noise standard that is 1 decibel over ambient; as well as options for a noise standard that is 45 dBA.  It provides background information on why regulators need to address other aspects of noise such as tonality and low frequency noise and vibration.

It is the submission that largely formed the basis of the final noise recommendations put forth by OGAP and SJCA at the Colorado Oil and Gas Conservation Commission September and December, 2005 hearings, which addressed Rule 802 on oil and gas noise.
