Dear Member of Congress,
On behalf of our members, we write to express our opposition to H.R. 4606, Ensuring Small Scale LNG Certainty and Access Act. H.R. 4606 amends Section 3(c) of the Natural Gas Act to require the Department of Energy (DOE) to grant applications for natural gas imports or exports with daily volumes below 0.14 bcf (billion cubic feet) and that do not require an environmental review under the National Environmental Policy Act (NEPA). 1 This legislation seeks to codify a Department of Energy rulemaking finalized in July.
